Summary/Abstract: The state and trends of higher education in the context of the challenges of the 21st century are analyzed. Attention is drawn to the advantages and problems of higher education in the EU countries; the place of Ukrainian universities in these processes. The significance and role of the “Strategy for the Development of Higher Education in Ukraine for 2021-2031” is stated from the point of view of reorienting the state's universities to the needs of the labor market in the context of the Russian-Ukrainian war. The need for management change in both the activities of higher educational institutions of Ukraine and the support of training in the field of "Management" is identified. The role and place of leadership as an important component of higher education management is substantiated. Using the example of analyzing the scientific staff of management departments of three randomly selected universities in Ukraine: the Interregional Academy of Personnel Management (Kyiv), the Open International University of Human Development "Ukraine", Chernivtsi National University, Yuriy Fedkovych, justified the partial inconsistency of the professional training of scientists to ensure high-quality training of managers for the labor market of Ukraine. It is proposed to update the effectiveness of leadership theories, which is possible to the greatest extent among postgraduate teachers - the young generation of scientists of the state who research scientific phenomena in modern conditions and with new approaches, which is traditional for EU countries.
