Summary/Abstract: Ensuring an effective response to crises by the European Union has been made possible through a well-established legal framework, based on treaties and specific regulations. The creation of these norms has led to the development of organized mechanisms aimed at coordinating resources and facilitating humanitarian support actions in a prompt and structured manner. At the institutional level, the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) plays a key role in supervising the allocation of funds and the implementation of support measures. The European Parliament, through its legislative activity, influences both the regulations and the budgets allocated to this field, thereby contributing to a better management of interventions. Simultaneously, the EU Civil Protection Mechanism fosters cooperation among Member States, enhancing their collective response capacity in the face of disasters. The European Union's intervention following the earthquakes in Turkey and Syria in February 2023 demonstrated the efficiency of this system. Thanks to the rapid mobilization of response teams and the distribution of necessary resources, humanitarian aid reached the affected populations, highlighting the importance of a well-coordinated strategy in managing emergency situations.
