Summary/Abstract: This report clarifies the significance of the negative consequences caused by the mass use of cars and buses with conventional engines in large cities, emphasizing the damage to the environment, human health and losses to the economy. The effectiveness of the actions taken so far at the European, national and local levels has been analyzed and it has been proven that, although they reduce and/or slow down the increase in the values of the negative indicators, they do not work effectively and do not ensure the achievement of the desired results. The need to define and implement new, effectively working emergency measures has been proven. A scientifically-based presentation of a fundamentally new idea for further developing existing practices has been made and its applicability and effectiveness have been proven. By using mathematical models to describe and predict the change in the quantities characterizing the processes of joint work between two fundamentally different in nature but mutually connected in a symbiotic relationship activities: Road Transport Company for Passenger Transportation (ATPPP) and Photovoltaic Power Plant (PPP), the significance of the effect of the practical implementation of this idea has been proven.
