Summary/Abstract: In the International Relations literature, power extends beyond hard power, which is typically measured by military and economic capacity. It is complemented by soft power, encompassing a state’s ideological, cultural, and diplomatic tools. The “soft power” concept, developed by Joseph Nye, refers to a “state’s ability to influence other states through cultural appeal, political values, and foreign policy” rather than military or economic coercion. In this context, both Türkiye and Russia have increasingly employed soft power policies in recent years to enhance their influence on the international stage.
