Summary/Abstract: The purpose of this paper is to present and analyze the essentials in the process of interweaving (involving, replacing, connecting) quality into the human capital used and created in the state administration. The state administration in the Republic of Bulgaria, under the conditions of transition to democratic governance, is actively modernizing in the years of this century. Fundamental laws and other accompanying normative documents are in effect, structural changes are constantly being made, the necessary personnel are being trained, a complex of difficulties are being overcome in order to correctly perform the functions of the administration in creating adequate services for citizens, business and its own functioning. In general activity, quality is a system-forming element. That is why it is consistently present not only in the normative regulation of the functioning of the state administration, but also in its immediate management and the activities of each employee. In this sense, it is also associated with the human capital of each administrative structure. Moments from the author's research (summarized and supplemented) on this issue for the last 12 years are the main focus of this report.
