Summary/Abstract: In this paper we examine important issues of regional policy making and the influence of public institutions in it. The paper focuses on chronological directions of regional policy development and its dual character of assessment and analysis of urban areas and rural development. The paper provides a chronological analysis in general terms of the course of regional development policies and the importance of the public sector in it. Here it is necessary to infer that the conduct of regional policy is action-oriented and it both strengthens the working levels of the public sector and, on the other hand, supports regional business or creates conditions for its functioning or development. In practice, regional policies cover the whole spectrum of public governance at the territorial level, so we can derive them as regional policies because they are implemented by the public sector at the territorial level.
