Summary/Abstract: We live in a world consisting of infinite interdependencies, in which even the behavior of a single element in a system can dramatically affect the entire system. The consequences impact negatively the socio-economic balance at local, regional and global level within a short period of time. The compression of time and space, as a result of new technologies, providing the exchange of information in seconds from one end of the world to the other, and the technological progress – creating opportunities, but also threats – can lead to a conscious transformation of countries, in particular of the EU – as a regional economic and political power in the world. Preserving the balance between chaos and order in the Union is a focal point to the report in regards to its successful economic and political development in the 21st century.
