Summary/Abstract: In 2020, the Helsinki Committee for Human Rights in Serbia initiated the development of guidelines for a new cultural policy in response to the Strategy of the Government of Serbia for the Development of Culture from 2020 to 2029. This process, the Helsinki Committee started with a group of artists, sociologists, culturologists, philosophers, political scientists and civil society representatives whose works were published in the collection. At the beginning of the publication, we present the Recommendations for a new cultural policy made by the Helsinki Committee on the basis of the texts before you, as well as the presentations of the participants of the round tables organized in Kragujevac, Novi Sad, Novi Pazar and Belgrade. During the two-year process, more than 60 intellectuals and activists were engaged and gathered around the idea of building a new cultural policy.
