Summary/Abstract: The public policy of increasing EE in the Republic of Serbia recognizes the possible role of the ESCO model. According to the Second National Action Plan for the Improvement of EE, the ESCO model can contribute to achieving almost 25% of the planned savings. The greatest potential for application of this model is in the sector of EE measures in industry, but there is also a relatively significant potential for application in the public sector, both in public lighting and in public buildings. Financing EE in the Republic of Serbia is certainly a big challenge. Numerous project experiences indicate that financing is not the only challenge and that it is necessary to comprehensively look at the obstacles that stand in the way of increasing EE.
