Summary/Abstract: Social entrepreneurship in Europe has significantly expanded, employing millions and forming a vital part of the social economy, especially in countries like Italy and France where legal structures support social cooperatives that balance economic activity with community welfare. These enterprises emerged historically as a response to industrial poverty and are now seen as innovative solutions to unemployment, social exclusion, and declining welfare systems, blending nonprofit goals with entrepreneurial methods. In Serbia, despite a weak institutional framework and remnants of socialist paternalism, social entrepreneurship is growing through grassroots initiatives aimed at tackling unemployment and integrating marginalized groups, though it still lacks full systemic support.
