Summary/Abstract: The first multiparty elections in Montenegro after World War II were held in December 1990, marking the formal end of the one-party system and setting the legal foundation for democratic political competition. These changes followed a period of intense political upheaval, including the anti-bureaucratic revolution and constitutional amendments that restructured the electoral system. Montenegro's electoral law evolved rapidly, establishing universal suffrage and secret ballots, while defining voting rights and eligibility criteria, ultimately aligning the political system with parliamentary democracy by 1992.
