Summary/Abstract: The state is the most complex social organization, which is justifiably referred to as a mega-organization. It is a specific organization,a specific and complex apparatus of organizations, bodies, institutions with public authorizations. The state also has its specific functions. The range of these functions is nowadays wider and more diverse. In this context, two significant issues and problems related to the functioning of the state arise. First, how and in what way to achieve efficient management of the modern state? Second, what is the role of management and governance in general and in the processes of adopting various public policy that address socio-political problems? The thesis of the research, is that today government is a very complex and demanding job. Also public authorities are key actors in formulating, adopting and implementing public policy (governments, as key decision makers - decision-makers and various government agencies, as promoters and implementers). All basic methods were used for the research. Of the general scientific methods, the following were used hypothetical-deductive, while for the purposes of obtaining data, the analysis (content) of documents was used. The results of the research lead to the conclusion that the involvement of the administrative apparatus and advocating the management process in the adoption and implementation of public policy is one of the basic features and characteristics of the development of modern states.
