Summary/Abstract: The region of the Baltic Sea possesses the unique natural potential, historical roots of forming of the people and countries of the Northern Europe and important geopolitical provision between European Union and Russia. Now the public of the region is anxious with a problem of deterioration of an ecological condition of the Baltic Sea which appeared by the most polluted sea in the world. Improvement of the Baltic Sea and its sustainable development in the future is the main task of the international organization the HELCOM. HELCOM developed the Plan of active actions on improvement of the Baltic Sea and organized support of the international projects for the solution of the ecological, social and economic tasks resulting change of the environment. Empirical and theoretical results of forming of strategy of management by the territories of the Baltic region, received in the international BALTEX and BALTADAPT projects performed with support to HELKOM and EU are provided. The special attention in projects is paid to social and economic consequences of environment changes, to education and human resources management questions. It is represented to the most important to organize development of the concept of adaptation policy of municipal administration to occurring climate change on the basis of complex researches and long-term plans of development of the territory. It sets new tasks for professors of the universities responsible for the higher education in the field of management human resources and the territories. Recommendations are made and examples of education game situations are provided. During the course of performance tasks students develop informative ecological tours, create policy of adaptation of activities of the entity and an industry in the conditions of modern changes of environment of the Baltic region.
