An Innovative Approach and Transformation Model in Public Administration: Investment Monitoring and Coordination Directorate

Summary/Abstract: Turkish Public Administration has started to experience significant changes in many central and local areas in recent years. Issues such as transparency, accountability, ethics, obtaining information and ombudsmanship in the public sector are centralized studies. Regarding local governments, transformation-oriented activities have been realized, especially legal regulations. With the Law No. 6360 enacted in 2012, serious changes were experienced in local governments in our country. 14 provinces have migrated to metropolitan status and the number was 30 metropolitan in Turkey. In these metropolitan areas, the legal personality of the villages was abolished and transformed into neighborhoods. Likewise, many town municipalities have gained the status of neighborhoods. All boundaries of the province have been determined as provincial property boundaries. Especially in these metropolitan provinces, the Special Provincial Administration was abolished and the Investment Monitoring and Coordination Directorate (YIKOB) was established instead. These centers are recently considered as the most valuable approach and transformation activity in the public sense. YIKOB’s have been important actors in the realization of public investments in metropolitan cities. It has serious duties and roles. The purpose of this study will be to reveal the institutional and functional aspects of YIKOB, which is accepted as an innovative approach and transformation in public administration.
