Summary/Abstract: Migration is expressed as mobility, from one place to another, in the narrowest sense. However, to explain more broadly, migration is voluntarily or necessarily replaced by social, cultural, economic, educational, political and natural reasons. Today, the immigration process is making a name for itself, and it has become the main topic of the day and global politics. Events called the Arab Spring in the Middle East reached the highest point with Syria and were affected by the border neighbors process. In the next step, many countries, especially Turkey, have faced the influx of refugees. In this work we will focus on the role of local authorities and non-governmental organizations in the adjustment process of refugees. After the conceptual framework is laid down, the reasons for migration in general will be explained, and finally, how the local government and non-governmental organizations are doing what the refugees are doing in harmony. The work will be terminated with a general evaluation.
