Observance of human rights in fighting terrorism

Summary/Abstract: Under the present-day circumstances, when terrorist acts continue to affect innocent people, their rights to life, to freedom and to security enjoy the international community’s increasing interest in fighting this scourge and constant preoccupation for the promotion and protection of the fundamental freedoms and human rights. The individual’s security is a fundamental human right while individual protection is a fundamental duty of governments, the State having the obligation to ensure the observance of the citizens’ human rights by means of adequate measures against terrorist threats and by bringing the perpetrators before the court. The United Nations Global Counter-Terrorism Strategy, based on the legal norms meant to prevent and fight this scourge, is a unique instrument to improve the results of the fight against terrorism at national, regional and international levels.
