The Internet – evolution, positive impact, vulnerabilities

Summary/Abstract: The internet is not only a technologic phenomenon, but also a social one. The author presents in an ample study the evolution, the positive impact and the vulnerabilities of the internet from such points of view as the social perspective, the access to information, the free circulation of information and ideas, as well as the security of the information and the protection against criminality and terrorism. Based on his analysis, the author draws conclusions and makes suggestions including the need for a new doctrine of the computer science law, a new code of conduct for international entrepreneurs, procedures to track down the data transfer process, the development of the existing legal framework by collaboration among the international organizations. In the social context of Romania, in terms of the use of the computer science technology, it is recommended that a new national strategy be adopted to counteract cybernetic criminal acts; it as also recommended that a Code for the development and the use of the computer science technology and communications be adopted.
