Summary/Abstract: A good information on the contents of normative acts is often hampered by the present heavy legislation and lengthy practice that makes all those interested to meet great difficulties in the process of screening and establishing the content of a bill, or of a legal provision. It can be stated that Romanian legislation is seriously affected given that numerous important laws are substantially and repeatedly amended over a short period of time, which thus makes its application and the compliance with it rather heavy. The measures taken for a simplified legislation– which actually aims to the citizens’ improved access to legal norms – must give priority to the principles of clarity and stability of law as well as to the knowledge of law as a constitutional objective. The clarity of a normative act requires coherence and consistency of texts with each other. For this purpose, the presentation of legislation in an organized body, built after a systematic overall plan, is essential.
