Summary/Abstract: The author describes the concepts and the principles laid at the basis of good governance and good administration, while, in an attempt to provide full understanding of the concepts, trying to clarify the relationship between these two apparently similar concepts which nevertheless can easily generate confusion. In this respect, the association made by the World Bank between "good governance" and "good administration" proves to be quite useful. Thus, according to meaning attached by the World Bank, good administration is one of the necessary conditions for good governance, the relationship being a part-to-whole one. The correlation made by the World Bank corresponds to the reality instituted by the principle of separation of powers within the State, where the governmental function involves not only the activity of executing the laws and coordinating the public administration, but also a number of other activities such as those pertaining to politics.
