Summary/Abstract: The reflections on participative budget have been based on analysis of essence of indirect democracy and on factors which condition the creation of citizen society. With references to the result of empirical researches there have been presented the political and non-political activity of Polish people, their expectations related to activities of local authority and opportunities for being involved in citizen budget. The functions of budget have been analyzed with reference to citizens’ attitudes, their sense of community, efficiency of authorities, identification with place of living etc. However, the most important thesis presented in the article is the statement of common-creative role of citizen budget in the democratic societies.
