THE ROLE OF THE HEAD OF STATE IN THE IMPLEMENTATION OF CRIMINAL POLICY

Summary/Abstract: The paper briefly presents the concept of “head of State,” as this phrase is not found in the text of the Constitution of Romania, but it commonly appears in the international political language (when talking about a “Conference of Heads of state”), but also in the internal political language. The forms of materialization of the President’s activity are regulated in art. 100 of the Constitution, which provides that: “the President in the exercise of his powers issues decrees that shall be published in the Official Gazette of Romania.”
