Evolution of European funding of cultural sector at the regional level in Poland

Summary/Abstract: The purpose of this paper is to explore the direction of changes in the selection proces of EU-funded projects. The author hypothesizes that there has been an evolution in the approach to financing the cultural sector from EU funds at the procedural and substantive level. In order to investigate the nature and direction of changes, author analyzed the documents indicating intervention categories, applicable procedures and criteria for substantive evaluation of cultural projects financed from EU funds at the regional level in 3 subsequent financing periods, in the years 2004–2020 in Małopolska Region. The evolution of the approach to financing culture is confirmed by numerous modifications discussed in the article: in the selection procedures (simplification of procedures, narrowing the material scope of projects within competitions, computerization of the process), as well as in project evaluation criteria (the growing importance of preparatory stage, sustainability or economic and social impact on the development of the region)
