Summary/Abstract: Apart from economy, democracy is the second base of the EU. The process of integration causes problem of its public acceptance within each of the EU members. Analysis of history concerning public acceptance and participation in decision of joining EU indicates that practice was different almost in each country. In many cases, European countries resigned from direct form of democracy – all-nations referendum. Another important question concern the way of function of EU authorities. They keep democratic procedures. Because European societies do not elect the most important EU authorities directly, there is a gap between the citizens and them. There is a necessity of reducing this gap and also creating so called European demos independent of nation states.
