Summary/Abstract: The article analyzes the structure, content, properties and effects of theRussian-Ukrainian ‘hybrid war’ in its non-military dimension. Particular emphasis isplaced on the aspect of the information and propaganda war, as well as activities incyberspace. The Russian-Ukrainian conflict is described in the context of the new warstrategy of General Valery Gerasimov. Contemporary practice of hybrid actions in theconflict in Ukraine has revealed that, for the first time, a stronger opponent, Russia,uses the full spectrum of hybrid interaction on an opponent who is weak and unableto defend the integrity of its territory. The military conflict of 2014 showed not onlythe weakness of the Ukrainian state, but also, more importantly, the inefficiency of theorganizations responsible for ensuring international security: NATO, OSCE and theUN. In the longer term, it should be noted that the escalation of hybrid activities inUkraine clearly threatens the states on the Eastern flank of the North Atlantic Alliance.The analysis conducted refers to the problem defined in the form of questions: whatis the essence of hybrid operations? What is the nature of non-military hybrid operations?What was the course of these activities in Ukraine? How was international lawinterpreted in relation to this conflict?
