Summary/Abstract: The report examines the prerequisites for the emergence of the first university program in public administrationin Bulgaria and the role of New Bulgarian University for the implementation of the administrative reform after 1989. The challenges of this change have been outlined and the expected changes in the sector have been commented on, providing effective and efficient administrative service to citizens and businesses.
