Summary/Abstract: Libraries of public organizations mentioned in this article represented special socio-cultural institute of the Russian Empire. Type-specific variety of the libraries existing in Russia by the beginning of the XX century helped them to act as effective intermediaries between creators of the cultural wealth extended thanks to books and other printing editions and their consumers, providing continuity and reproduction of knowledge and information. Libraries of public organizations at the end of the XIX — the beginning of the XX century had a noticeable impact on the outlook of their readers, on formation of the individual and society on territories of Upper Volga area in general, being a basis for cultural progress. The author investigates the history of origin and development of special and public libraries of public organizations of the Upper Volga region in the second half of the XIX — the beginning of the XX century about which earlier there were practically no publications on pages of the press. In the article the contribution of the local intelligentsia to development of library science of the Vladimir, Kostroma and Yaroslavl provinces through activity of various regional public organizations is studied, their cultural and educational work is considered. On the basis of reports of reading rooms and archival documents the role of intelligentsia on creation of libraries in the cities and rural areas is shown. As an example the most known libraries of the public organizations of the Vladimir, Kostroma and Yaroslavl provinces are taken. The author considers the history of creation of libraries, compares statistics of reading rooms, and analyzes their need and influence on local population.
