Summary/Abstract: Democratic deficit is attributed to the European Union due to its structure, legal nature and a specific institutional system. The author analyzes the democratic deficit phenomenon through its two dimensions: the first one deals with the relationship of the Union and its citizens and the second one deals with the democratic deficit as a characteristic of the European Union’s institutional system. The European integration process focusing on political goals after the Cold War, especially actualized discussions about the democratic character of the European Union. Democratic deficit of the European Union is the consequence of the manner of development of the European integration process itself as well as the characteristics of the European Union as a specific supranational organization. The disunion of economic and political integration, that is, the late development of political integration and disagreement about its final goals resulted in the democratic deficit of the European Union as a community.
