Summary/Abstract: The foreign, security and defense policy of the People’s Republic of China is a very hotly debated issue within the academic and political circles, but also the world mass media is constantly interested in it. China is certainly a rising potential great power and it is modernizing quickly in all the fields, but the security experts see this spectacular evolution with some concern worldwide. The defense policy of PRC is based on the acquisition of modern equipments and weapons from outside and the domestic production, but Beijing also tries to convince the European Union’s states to give up the embargo on weapons in place since 1989. Some experts think that such a move could be dangerous for the US’ interests, as it is committed to the defense of Taiwan’s independence and China could use European technology to enhance its progress in the military realm and put greater pressure on Taipei. The military budget of China is not a transparent one and there are concerns that the cooperation between diplomats and military is not very effective, while the foreign policy goals of Beijing seem wider and more complex, less predictable (see the case of African diplomacy). The Chinese decision-makers are very interested in the Revolution in Military Affairs and they want to reduce the gap, which separates China from the USA, therefore huge funds were invested in electronics warfare, aviation, navy and satellites.
