Summary/Abstract: While it launched its first autonomous peace-keeping operations in 2003, the European Union was split during the Iraq crisis and the most of its member states did not want to increase the current military spendings level, by this jeopardizing the future of the European Rapid Reaction Force. In order to have a common threats agenda, a common approach as a global player in the international security environement and, eventually, a unique strategic culture allowing for robust and efficient intervention in case of emerging crises, EU leaders have endorsed the text of a European Security Strategy which could offer more predictibility and fermer commitments from the EU member states when dealing with the new threats.
