Summary/Abstract: The main aim of this paper is to analyze public innovation policy in Poland in the period from1990 to 2015 together with an attempt to evaluate the policy effectiveness. The following issues arehere presented: the fundamentals of a contemporary innovation policy, innovation policy instruments,Polish innovation policy in 1990-2015, the reasons of an innovation stagnation, and the present policychallenges. Unfortunately, we can not give a positive answer to the question posed in the title.
