Financial risk and local government debt in Poland

Summary/Abstract: Local governments operate in conditions of uncertainty and risk. Their negative consequences cause LGUs to perform their tasks in a suboptimal way. One of the risks associated with local governments is the financial risk. The paper explains the nature and source of this type of risk. The author focuses on debt as a key area of the creation of financial risk. The indebtedness of the Polish local government sector from 2005 to 2013 is analysed on the basis of empirical data. In the context of financial risk, the existing and the potential consequences of over-indebtedness of local governments are identified and described.
