Summary/Abstract: The new Homeland (National) Defence Strategy for the period 2015-2019 was approved by the Romanian Parliament on June 22, 2015 and it has already generated intense debates and controversies on several issues regarding its concepts as well as on some doctrinal, geopolitical and legal aspects.In this first part of our study we shall present the general contents and the big picture of the issues to be analysed in the following three parts.
