Arguments in Favour of the Establishment of the Special Status of Secretaries of Administrative and Territorial Units

Summary/Abstract: In the context of legislative changes in the field of local public administration and, with priority, of the debate on the administrative code draft, the position of secretaries of administrative and territorial units should be considered, along with their legal status in the dual relations of Romanian administration, established with two authorities: an executive one – mayor, president, and a deliberative one – the local, respectively county council. The current legal status does not provide enough guarantees for their independence and stability.
