Considerations Regarding the Implications of the Administrative Code Draft upon Local Public Administration

Summary/Abstract: The large process of restructuration and reformation of public administration in general and of local administration, inparticular, generated numerous inconsistencies and non-conformities, leading to a non-uniform application of the legislation in the field, to malfunctions in operation of local public administration authorities and to inefficient control over the act of administration. Started since 2001, the reform process in public administration aimed at achieving a single, unitary framework, a codification instrument for the relevant legislation, namely the need to adopt an Administrative Code and a Code of Administrative Procedures.
