Summary/Abstract: Narcotics (Drugs) and drug abuse are recognized as significant problems of the contemporary society. At the same time, the meaning of the term “narcotic substance” is not completely clear. The common understanding associate the term “narcotic substance” with all substances, which might cause physical and psychological dependence, including such substances as coffee and tobacco. The last is absolutely incorrect from legal point of view. The article aims to describe the legal meaning of the term “narcotic substance” according to the Bulgarian legislation and the penalties envisaged for illegal dealing with narcotic substances.
