Summary/Abstract: The current study examines the scope of the term "parental responsibility" under Article 2, p. 7 of Council Regulation (EC) No 2201/03. It is clarified who can be the holder of parental responsibility and whether the right of access, as an element of parental responsibility, includes the right of grandfather and grandmother to personal relations with their grandchildren. In the course of the study the Bulgarian courts practice in application of the term is explored.
