Summary/Abstract: Taking into account the nature of work in public administration, including municipalities, and its secondary role in relation to the authorities it should be noted that the quality of the human factor determines the efficiency of the office work. Frequent conversations with officials and candidates show that more and more people not interested in the height of wages, but the attraction of labour and stabilization of the post. It seems that this amazing attitude that deserves deeper analysis. Undoubtedly, work in public administration, given stabilization, more attractive than in corporations, because the offices are not taken into account in the evaluation – the results of the work (difficulty in measuring effects). The purpose of this article is to attempt a general description of the selection process, evaluation and motivation of personnel in the municipal institutions on the example of a large office, city. The problem of the study focused on the comparison of the theoretical assumptions, legal and practice of ministry in local government structures.
