Summary/Abstract: This article is based on the premise that in order to understand international relations theory, it is important to be familiar with the periods of the emergence of the conditions, or more exactly, which conditions were indispensable and sufficient for their emergence as well as the level of own organization that must exist in relations among individual societies. As a result, it is necessary to set objective criteria in order to identify particular phenomena and processes of social life and development as international. Our article will deal with one of these processes, the structural level of variables, which includes the so-called historical accumulation of qualitative changes, their influence on the development of international relations and their character. According to the author, four qualitative lines of division in the historical evolution of international relations are identifiable. The emergence of each higher qualitative level of international life resulted in the further growth of their intricacy without abolishing the previous level.
