Summary/Abstract: Autorul lucrării identifică evoluţia conceptului de „bibliotecă naţională”, a statutului său funcțional și a principalelor sale determinante care au predominat în mod istoric, precum și abordarea acestora în documentele internaţionale. În baza acestui studiu, a apărut un nou concept de Bibliotecă Naţională a Republicii Moldova şi a fost iniţiată o reformă fundamentală. Principala condiţie pentru dezvoltarea inovatoare a bibliotecii naţionale este, în opinia autorului, asigurarea şi garantarea circulaţiei ideilor. Sunt date exemple de idei şi modele ale noului concept (teoria relativităţii bibliotecă- ştiinţă) apărut în cadrul reformei, concept care a asigurat bibliotecii, un rol de lider în circulaţia ideilor în societate. Implementarea noilor tehnologii permite, pe deplin şi în mod efectiv, înţelegerea istorică a statutului funcţional predominant al bibliotecilor ale lumii. Ca un model primordial, începutul începuturilor se află în acest sens în Biblioteca din Alexandria. The author of the essay traces the evolution of the „national library” concept and its historically prevailing determinations and functional status, their treatment in the international settlement documents. On the basis of this research the new concept of the National Library of the Republic of Moldova has been developed and began its fundamental reform. The main condition for the innovative development of the national library is, in the opinion of the author, the guarantee and the maintenance of the motion of the ideas. There are given examples of some distinguished ideas and models of the new thinking (the theory of the library-science relativity) generated in the course of the reform, which have ensured for the library a leading place in the circulation of the ideas in the society. The implementation of new technologies allows more fully and effectively to realize historically prevailing functional status of the main libraries of the world.
