Summary/Abstract: The issue of good neighbourly relations with Greece was on the focus of the Albanian state’s foreign policy during the years 1925-1928. Within these relations the Albanian government tried to protect the rights of Cham minority and resolving of the issue of Albanians’ realty in Greece and to afford the efforts in Athens to realize its political, territorial, cultural and education goals in the South of Albania. During these years, it did not stop striving to resolve the above issues through bilateral talks with Athens for the signing of the Treaties of citizenship, extradition, consular and residence, the provisions of which oblige the signatories to respect the rights of the Greek citizens of Albanian nationality and those of the Albanian citizens of Greek nationality in their respective countries. For solving of the problems of Albanians in Greece, Albanian government ratified them in the parliament while the Greek side, contrary to the obligations of the agreements and what she offered to the Albanian government, she did not ratify them as well as not realized the exchange of their elements. Greek authorities, contrary to what they have stated in international institutions and given promises time after time, in practice they tried to realize the Cham ethnic cleansing and hinder resolution of Albanian properties in Greece. Since, a continuous opposition by the Greek government was put forward to the development of the bilateral talks and to resolve the issues that were laid for solution in front of the two-state, Albanian government addressed to the Section for the Protection of Minorities and the Council of the League of Nations. But, the international institutions with their indifference and inaction left hand free to Greek state, in violation of international and bilateral conventions to implement a series of measures that aggravated the situation of the Albanian minority in Greece, favoured the removal of the Cham population from Chameria and left unresolved the issue of their assets.
