Summary/Abstract: The whole Europe is undergoing a very difficult economic period. That has led in most cases to a decrease in defense spending. Romania is confronted with a similar situation and that makes it impossible for it to reduce the gap with the strong states, despite the facts provided by the speeches of politicians. Therefore, it is imperative to have a serious strategic analysis, balancing the political objectives with the real possibilities of a still precarious economy. A partial solution to resolving this situation can be the ‘smart defense’ concept, implemented wherever and as much possible.
