Summary/Abstract: This article is a reflection about the rules of implementation and assessment of success in a complex and innovative project. The issue was analyzed based on a project of an Intelligent Traffic Management System TRISTAR, which was implemented in Tri-City. The intelligent transportation system is a result of the project and consists of suitable infrastructure and software, which enables among others, remote control of traffic lights in dependence of real time generated traffic volume on streets and intersections. The system has been implemented in stages. First solutions, which has affected traffic, were implemented in year 2012. The project assessment has been done from stakeholders point of view, because the project results still arise various opinions and reactions among them. Can we actually consider this project result as successful? Attitudes, behaviors, expectations and requirements of stakeholders to the result of the project were indicated. Criteria which stakeholders take into consideration assessing the project were indicated. On this basis, critical success factors for the project were indicated. Conducted analyzes allowed the authors to indicate critical success factors and provide guidance to shape the success of the project on the basis of stakeholders’ expectations. The results of the analyzes show the importance of taking into account the views and interests of a wide range of stakeholders in innovative projects management. The above is necessary to clearly consider the project result as a success.
