Summary/Abstract: The process of social development went through revolutionary changes at the end of the twen-tieth century. The reason for this was the development of information technology, allowing the dissemination of previously unavailable processing capabilities, storage, exchange of information. It is IT dissemination that contributed mostly to the enormous growth rate, both in engineering infor-mation and manufacturing technology. It was followed by the process of implementing various technologyinto wider areas of social life. The deciding factor accelerating and increasing the range of change was the development of communication technology which allows the exchange of information in real time between users, regardless of distance. Apart from the features and benefits emerging due to technological development there are also problems which require intervention and prevention of negative practices that take place on the Web.The aim of the article is to analyze the actions that government and business institutions take to enhance the development of the information society in years 2004–2014. The study is based on national legislation also addresses solutions used in the European Union.The ongoing dynamics of development of the network services increases interest in ICT. Currently, software makers attach much more attention than a few years ago, to programs related to networking, Increasingly mobile solutions significantly strengthen this trend. Large corporations operating on a global scale carry out commercial activities which make full use of the technical possibilities, often forcing the development of the appropriate technology. Unfortunately in the field of social services related to administration or health services there is still no satisfactory progress, despite the enormous advances in technology and the decline in prices of network equipment and services. Successes such as the launch of a system clearing tax returns show that it is possible to implement solutions using ICT for the full realization of social services despite the difficulties.
