Summary/Abstract: The aim of this article is to reconstruct the concept of urban citizenship and identify some of the problems in its formal delimitation criteria. For this purpose, an overview of the research into substantive and formal urban citizenship is presented, while indicating the ongoing processual nature of the discussed category. One of the arguments for urban citizenship as a specific category is the independence of political subjectivity from rights arising from living in the city. Here it is posited that interest in the idea of urban citizenship is related to the search for formal solutions in the urban policies of expanding metropolitan areas, where the definition of local citizenship is related not only to issues concerning the sense of belonging to a local civic community, but also to defining the scope of persons entitled to participate in local social services.
