The place of defence industry in economy – selected aspects

Summary/Abstract: The operation of the arms industry and its placement in national economy have always been determined by factors of not only economic but also political character. Those determinants strongly affect both the sector itself and the arms market. The most fundamental problem of this approach is that those factors may, at the same time, have an adverse effect on the broadly defined national security. This study presents selected approaches to the placement of the arms industry within the structure of national economy, and to its relations with both the political powers, and the modern armed services that evolved after 1989 following the end of the Cold War era. The year 1989 proved to be a turning point in the operation of the industry under study, bringing radical changes to the structure and potency of major operating factors, and largely accelerating the globalisation trends in the sector. The study addresses three such approaches, based on initiatives presently introduced in Western countries, namely: smart acquisition, public-private partnership, and technological partnership. Benefits and caveats of each approach are also discussed, which may be of value in the context of the ongoing transformations in the Polish arms industry.
