Summary/Abstract: After all previously said it is obvious that the position of archive in Montenegro, as well as its role in the protection of electronic materials, is unenviable or we can say very upseting. We can clearly state that the current question of permanent protection of archival cultural heritage which appears in electronic form is completely unsolved, and there is only partial and nonsystematic regulation of protection of electronic materials during its operating series. The basic element from which it has to be startet into this process of protection of new forms of records is very shaky. Our opinion is that it should be started with intensive promoting of the role and value of archive which this institution should have in one organized and democratic surrounding. It is a real shame that all indicators show that the skilled potential in Archive of Montenegro as well at creators and owners of materials, has very weak personnel department and is insufficiently skilled and informed about archival proceedings in modern society. Because of that, at this moment Montenegro should be provided with help of international archival public in order to rise the level of skilled consciousness and training of archival personnel by providing workshops, consultations, conferences and training in general. As well as in other countries, society in Montenegro is faced with the same problems, which technological revolution has brought, in handling with electronic records, but here these problems are not approached quickly, efficiently and systematically as the dynamic of development of informational technologies dictates. Primarily in legal vacuum there is a great danger for all electronic documents that have permanent significance in science, culture and legal safety of subjects, to disappear forever. State archive in Montenegro together with other subjects that should take care of electronic material from their perspective (in establishing organisation of official dealing with electronic document) should work on creation of high-quality legal foundation.
