Summary/Abstract: The article approaches a topic of "constitutional" reflection. Typically, any constitution contains provisions intended for bringing under regulation fundamental social relations of power and, especially, state-citizen relations. However, sometimes, the constitutional text refers to non-legal concepts such as values, traditions or ideals, that they report directly and immediately to terms that have explicit constitutional meaning. For this reason a symbiosis was created between different non-constitutional elements (values, traditions and ideals of a certain human social community) and specific legal realities. However, we can synthetize the conclusion in a question: "The constitutional references to historical traditions and political or social ideals could not have a better place in the preamble of the Constitution rather than in the actual content of it?"
