Summary/Abstract: Any analysis of the fundamentals and the essence of political relations between the Parliament and the Government should start from two basic principles of democratic governance: the principle of representation and sovereignty of the legislature. The Parliament's sovereignty has emerged as an idea and later as principle and political reality in a long historical process, identifiable and quantifiable in any state’s political evolution, starting with the first institutional gathering - when, indeed, no one could talk about a Parliament and Government - until now.
