Summary/Abstract: The opinion concerns the legal and legislative correctness of the Bill on substantial human rights and freedoms in the field of application of biology and medicine and the establishment of the Polish Council o Bioethics (Paper No. 3468). The author claims that the bill unnecessarily repeats most of the general provisions of the Oviedo Convention and, in the same time, in important matters, does not determine the rules required to implement its provisions. He argues that the bill leaves much to be desired as concerns its structure and scheme of the rules. General regulations are adjacent to very detailed ones, and provisions matching similar themes are scattered in different places of the proposed bill.
