Summary/Abstract: Today it is mainly human resources that determine the rate of economic growth and the level of competitiveness. The aim of the study was to identify differences in the potential and in the actual utilization of human resources in the European Union member countries and to identify the resulting opportunities and threats to their economies’ growth. The analysis compares the years 2002 and 2014. The study assumed that the idle, potential labour resources were made of both the unemployed who could be economically active and the people employed part-time only. The analysis showed that the greatest untapped labour resources could be found in Spain, Greece, Italy and Croatia, regardless of the significant qualitative differences between their respective human capital. It seems that the unemployment of persons “more than educated” represents today’s greatest threat to the proper functioning of economies and economic growth.
